Microsoft Directs Thousands of Engineers to Use Rival AI Coding Tool Claude Code

Microsoft is directing thousands of employees across its largest engineering divisions to use Anthropic's Claude Code, representing one of the strongest endorsements yet for the rival AI coding tool despite the company's ownership of GitHub Copilot. The move signals a significant shift in the competitive landscape for AI-powered development tools and reveals Microsoft's strategy of hedging its bets in the rapidly evolving AI market.

Widespread Internal Adoption

Employees in Microsoft's CoreAI team, the new AI engineering division led by former Meta engineering chief Jay Parikh, have been experimenting with Claude Code in recent weeks. Last week, staff from the Experiences and Devices division, which oversees Microsoft 365, Bing, Edge, and Surface, were prompted to install the tool.

The adoption extends beyond software engineers. Microsoft is encouraging employees without programming backgrounds, including designers and project managers, to explore Claude Code for developing prototypes. The company has sanctioned Claude Code's usage across all its code repositories.

Software engineers are expected to use both Claude Code and GitHub Copilot simultaneously, providing comparative feedback on the two tools. Successful internal pilot programs could lead Microsoft to offer Claude Code directly to its cloud customers.

Two Competing Philosophies

AI coding assistants have evolved into two distinct philosophies. IDE-first copilots like GitHub Copilot augment code editors line by line, providing real-time completions and suggestions as developers type. These tools excel at accelerating the actual writing of code, generating snippets quickly, and completing patterns and boilerplate code.

Claude Code embodies a different approach as an agentic development partner that can understand higher-level requirements and execute complete workflows autonomously. It operates as a repo-aware system that can scan, plan, and propose multi-file edits with stepwise checkpoints and quick rollbacks, particularly useful for large refactors or framework upgrades.

While Copilot helps developers write code faster, Claude Code can take on entire tasks from planning through implementation and testing. Many developers find value in using both tools complementarily, with Copilot for day-to-day coding tasks and Claude Code for complex, project-level work requiring broader context understanding.

Financial Stakes Intensify

Microsoft has quietly become one of Anthropic's largest clients. The company is on pace to spend nearly $500 million annually on Anthropic AI. In a notable departure from standard practice, Microsoft is now counting sales of Anthropic AI models toward Azure sales targets, incentivizing salespeople in the same way they are rewarded for proprietary products or OpenAI models.

The arrangement stems from a November partnership in which Anthropic agreed to purchase $30 billion in Azure computing capacity, while Microsoft and NVIDIA committed to invest up to $5 billion and $10 billion respectively in Anthropic.

As of January 7, 2026, Anthropic was officially added as a data subprocessor for Microsoft 365, allowing enterprise administrators to deploy Claude models within Microsoft's productivity suite. For most commercial tenants, Anthropic defaults to on and will activate automatically. However, customers in the EU, EFTA, and UK will have their default set to off due to data residency limitations.

GitHub Copilot paid users now primarily rely on Claude Sonnet 4 when using Visual Studio Code's automatic model selection. Claude is also reportedly being tested in Excel and PowerPoint.

Competitive Pressure Mounts

The internal embrace of Claude Code comes as GitHub faces mounting pressure from AI-first rivals. Jay Parikh acknowledged in an internal meeting that GitHub is just not the place anymore where developers are storing code.

Claude Code's lead developer Boris Cherny told Wired that the tool was designed with a vision of future AI capabilities rather than being limited to its initial performance. The tool has gained traction among developers who report it provides more effective performance for complex tasks compared to alternatives from Cursor and GitHub Copilot.

Microsoft reported last year that 91 percent of its engineering teams use GitHub Copilot. The company now appears to be hedging its bets as it navigates an increasingly competitive landscape for AI-powered development tools.

The integration represents the formal conclusion of Microsoft's exclusive reliance on OpenAI for its core consumer and enterprise productivity tools, marking a significant evolution in the company's AI strategy.
